ScamAI – Simulation-based Cybersecurity Awareness Training by Manipulating the AI-Agent
Background
SCAM AI is a European Erasmus+ project that combats vishing (voice phishing) through innovative cybersecurity training for adults, older people and workers. In a context where older people are four times more vulnerable to these attacks, which cause losses of over €29 billion a year in Europe, the project develops accessible and effective tools to prevent telephone fraud.
Attacks adapt to cultural contexts, banking systems and an ageing population, but traditional training falls short: it is passive, technical and largely ineffective at changing behaviour (ENISA, 2023; Europol, 2022).
SCAM AI combines European analysis of vishing attacks, hybrid learning with AI-generated simulations and the Cybersecurity Ambassadors programme to create lasting security habits. The focus is on training adults to recognise and resist these scams, empowering communities through peer-to-peer learning and “Habit Hack” events, based on behavioural science.
Objectives
To raise awareness and knowledge of vishing across Europe through a pan-European analysis of attacks.
Develop a blended learning programme featuring intuitive AI simulations that are accessible to those without technical skills.
Empowering vulnerable adults (older people, workers) with practical skills to spot and resist scams.
Establish a Cybersecurity Ambassadors Network to promote peer learning and sustainable community education.
Building lasting safety habits through “Habit Hack” events based on behavioural science.

Activities
Pan-European Analysis of Vishing (3 activities): a cross-border report on attack contexts and scenarios.

Cybersecurity Ambassadors Programme (5 activities): recruitment, training and certification of ambassadors for peer-to-peer learning.
Habit Hack Summit (4 activities): collaborative events to co-create behavioural “nudges” to tackle unhealthy habits.
